What this PR does
At Grafana Labs we're running
-query-frontend.not-running-timeoutwith 2s. In this PR I'm upstreaming the change to the default setting, as planned as part of this work. Given this change effectively enable the feature by default, I'm also taking the opportunity to move the config option out of experimental state.Which issue(s) this PR fixes or relates to
