This PR adds OOO native histogram functionality to Mimir.

Set as a draft PR until the corresponding OOO mimir-prometheus PR is merged.

TODO

  • Do we want to turn on OOO native histograms in all development modes (or remove them after testing)
  • Once mimir-prometheus has OOO support Make sure to update the mimir-prometheus dependency and do some manual testing to make sure this still works

Also updated mimir-prometheus (for now while the mimir-prometheus PR isn't merged).
