What this PR does / why we need it:
This PR implements the PPL backend components to support Grafana Alerting for time series response. New logic and tests were added to handle PPL request builder and the response parser. Changes were also made to extract the existing Lucene query handler from the time_series_query to clearly differentiate the handler logic for the two Elasticsearch query language, Lucene and PPL.
