Closes #1354 Seems like the update doesn't work here. However, changing it to `ForceNew` fixes the issue

In order to lower resource usage and have a faster runtime, PRs will not run Cloud tests automatically. |

Seems like updating an SA from disabled to enabled doesn't work here. However, changing it to
ForceNewfixes the issue
