Currently, thema implicitly relies heavily on operating within a directory tree where a cue.mod exists, AND where it contains the .cue file tree of thema. This is...obviously, hilariously, wildly untenable. Honestly, i'm not even sure how it survived this long.

Behavior of the CLI needs to be consistent regardless of whether a cue.mod is present or absent, and whether that cue.mod happens to contain the github.com/grafana/thema cue sources.
