Upgrade grafana-aws-sdk to update opt-in regions list grafana/grafana-aws-sdk#66
Also upgrade testify to match latest tag -- noticed it tried to increment to v1.7.2 during
go mod tidy, but don't see why we should not bump it to a latest minor version.
