Adds a workflow to automatically add an awaiting-triage label using Issues Helper. This workflow could be extended to cover other cases as well, for instance:

  • Adding a bug label when there's a mention of bug in the title or description
  • Adding different labels based on a multitude of conditions - Issue author, Issue assignee, etc

not sure if this is a good workflow since most issues are opened by us and labels can be assigned accordingly upon issue creation.
could this workflow be smarter? either have it assign labels by keywords or only add triage label when it is opened by non-maintainers?
