This skill utilizes the skillsettings.json file which allows you to configure this skill via home.mycroft.ai after a few minutes of having the skill installed you should be able to configure the REST API Token. This token can be created by going to your personal todoist configuration (https://todoist.com/prefs/account) then Integrations. Click "Issue a new API token" and copy the result into the skill configuration.
