Details

"Setup" is usually a noun, while "set up" is the verb form.

Here are some pages where we use "Setup" as a verb in section headings:

As of this comment, there are no longer uses of "setup" as a verb in section headings, but there are still some uses in body paragraphs.

"setup", and treat "setup" only as a noun.

Note that one use of the term "setup" as a verb is in the Jira Server
guide, which #17546 intended to remove, but neglected to. This change
removes that instance of "setup" along with the rest of the surrounding
guide.
