[Management] cannot import APi with primary owner of type group and empty members list in group mode

💥 Describe the bug

An error message is displayed to the user when trying to import an API definition with a group as a Primary Owner and an empty member list

ℹ️ The API is created despite the message

🌄 To Reproduce

• create an API with a primary owner as a group
• remove all members if any
• export the API, checking every options
• delete the API
• try to import the API definition again

Import fails with message user <PO_GROUP_ID> cannot be found

ℹ️ removing the members empty list from the definition circumvent the issue

🌈 Expected behaviour

I should be able to import the exported definition again without any error message

verified on envir 3-10-X, successfully created an API (via IMPORT) that had a group set as primary owner
