Redeploy banner not shown when new plan published #9200

When publishing a new plan to a v4 API, the banner to redeploy the API is not shown.

To recreate the bug:

Create and deploy a v4 API
Create a new plan and then publish plan

The banner is still not shown when clicking on other pages for the API, such as Info.

The banner eventually appears if I go to the API List and then re-click the API.

Expected behavior: The banner is shown immediately when a change warranting a redeployment is done.
