Unable to Promote APIs

Describe the bug :

Cockpit is throwing an error when trying to promote an API with a large doc page. This was fixed in github issue 9110, but the fix was not deployed correctly in APIM 3.20.x

To Reproduce :

Steps to reproduce the behaviour:

1. Connect APIM to Cockpit
2. Create 2 environments
3. Create a large doc page (eg. 400 kb) on an API
4. Attempt to promote the API
5. See error "Problem while sending API promotion request through cockpit."

Expected behaviour :

API should be promoted successfully

Current behaviour :

APIs with large doc pages are unable to be promoted through Cockpit
