Missing “generate JWT policy” on a v4 message API entrypoint Request phase

Describe the bug :

The Generate JWT policy is not available for V4 Message APIs.

To Reproduce :

Steps to reproduce the behaviour:

1. Create a V4 API.
2. In Policy Studio, attempt to add a policy.
3. The Generate JWT policy is not available to add.

Expected behaviour :

Have the Generate JWT policy as an option to include in the flow.

Current behaviour :

The Generate JWT policy cannot be added to a V4 message API

This issue will be fixed in versions 4.0.12, 4.2.0, 4.1.3
