Describe the bug :

There is inconsistency with the synchronizing the two requests that provide the API information on the Portal > All apis page. This happens when there is only 1 api that is published/public. One of the requests provides info, the other one shows 0 results and overrides the flag if the promotion banner to be shown resulting with banner saying that there are 0 APIs even though there is 1 API in the paginated list of APIs.

This issue will be fixed in versions 4.0.15, 4.2.0, 3.20.26, 4.1.6
