To use the same mechanism like already used in gvmd since greenbone/gvmd#1059.

Rationale: If (e.g. by packagers) OPENVAS_RUN_DIR is changed to /var/run/openvas and GVM_RUN_DIR is changed to /var/run/gvm the "feed-update.lock" file is located in two different directories but the default is to place it into one common /var/run directory which can be achieved by this new cmake flag.
