This function now properly handles pending beacons when the original beacon is either expired or not expired.

@barton2526 You will notice that the pending comes BEFORE active in the chain of if statements, because we have to let a newly advertised pending beacon take precedence over a currently active beacon in case someone has force advertised a new beacon because they lost their private key, etc. |

This PR corrects the beacon status by modifying the updateBeaconIcon() function to properly handle pending beacons when there was another beacon with the same CPID that is either expired or not expired. Closes #2493.
