Bug: "Join community" buttons not working

Describe the bug
'Mailto' links in call to action buttons to join communities of practice aren't working.
Bug seems to be a problem across all community pages.

Steps to Reproduce
Steps to reproduce the behavior:

1. Go to 'https://digital.gov/communities/plain-language/'
2. Click on '[Join 2,031 Plain Language community members'
3. Nothing happens

@juliaklindpaintner This is probably due to not setting your system mail application. Depending on your OS, you can search for setting Gmail or Outlook or other email apps to open these mailto links on these pages. It's one of the reasons we provide the email in the copy above the join button.
