[BUG] Tor and Snowflake outdated, received complaint from constrained user #1082

I received a complaint from an Iranian user. They have heavy problems connecting to anything, be it direct Tor nor Snowflake with Orbot Android.

Just checked out the published versions on App Store and also the GitHub releases.

They contain very old versions of Tor and Snowflake, which is probably a big part of the reason why they can't connect.

I suggest to at least publish a new RC on GitHub which contains latest Tor 0.4.8.10 and Snowflake 2.8.1 to better support your users in difficult locations!

Snowflake has been updated to 2.8.1 for a while now in code, so ya @n8fr8 if you did a new release of orbot while bumping tor-android both of these problems would be addressed

When updating tor, it would also be a good time to switch over to openssl 3.0 lts branch. The current version of openssl being used has not received any security updates since last year.
guardianproject/tor-android#133
