Remove cperl from the output of available command #777

It looks like this feature has not been working for a while and it's rather unknown whether it'll ever be working again. From this point of view, we might as well removing cperl from available command for now.

OTOH, install command still supports cperl tarball.

also, remove the discovery of cperl releases.

It does not look like cperl has any recent release at all and the
"cperl section" has been empty for a while. Prehaps it makes sense to
stop listing cperl by default.

The installation part is still left in, so if people manually download
cperl tarballs and pass them to `perlbrew install`, that should still
work.

- Remove the support of cperl from `available` and `install` command. Github PR: #777. cperl can still be installed by specifying the tarball, just not by their short names.
