  4. use the action shogo82148/actions-setup-perl@v1 instead

This is not using container images, and should be enough for
ubuntu-latest runners.

  5. for 5.39, we use container image insead. 

    ... because it does not look like perl 5.39 is downloadable by
shogo82148/actions-setup-perl -- perhaps they simply did not prepraed
a binary build of perl 5.39.
