Add tooltip API and minihtml info

I know this is changing frequently, with the rash of new releases in the past few weeks, but it would be great if we could add some details on the new tooltip API and minihtml specs. I'd love to play around with it some, but it's been kind of difficult to follow all the different threads on the forum, and to find some good working examples.

We'll get around to it, but currently it isn't a priority as the new apis are available only in the dev channel.

When we get the new api docs ready for publishing, though, it should be much easier for us to add new apis and document the version where they first made an appearance.

OK, sounds good. Do you have a thread discussing what needs to be done for the new API docs? I may be able to help out, even if it's just proofreading.

You could check out the api_tranlsation2 branch. We've discussed this mostly internally, but what still needs to be done is:

1. Write converter to .rst
2. Update all the docs
