[DOCS]: designing README and some branding

Description:

(*this overlaps with branding a bit)

• Since, our community has been gaining some traction and is currently over 40 gurkans(more than enough for a salad), adding a README to the meta repo describing the organisation might prove to be useful for github users that randomly chance upon the org. Moreover, this would also give us a chance to come up with better descriptions for the org. and our aim, which can also be reflected on our site.

• We could also throw in some cool design into the README. (github orgs don't have a profile README, so this might act like that)
