This adds comprehensive support for polyfilling
<link rel="modulepreload" />. In addition this PR fixes up the fetch options handling to provide support for exactcrossorigin,referrerpolicyandintegrityattributes on both module scripts and preload tags.This enables:
modulepreloadfor shimmed and non-shimmed modes in non Chromium browsersmodulepreloadshimmed and unshimmed, polyfilled and unpolyfilled in all browsers.
