ESC-} doesn't work if first screen line is a tilde line #429

Steps to reproduce:

  1. Download this file. longlines.txt
  2. Run less -j5 longlines.txt
  3. Enter /003 and press Enter.
  4. Enter ESC }

Expected result: Screen should scroll horizontally right so that the end of the first line is in view.
Actual result: Screen does not scroll.
