Redo file watching refactor.

This reverts commit 12fbba1 but also adds a background thread for keeping resources up-to-date. This keeps the implementation closer to original but stil uses much less resources. Both versions of the patch (with and without a thread) pass all tests at Google. Change-Id: I7b5e1473a76742f1bc3e6b6eaeecbf31b69ba3a6
