Upload / Cloud Providers tab - Submit button should not submit when no files selected

Currently clicking the Submit button posts to /files and displays:

"error": "Error! No file to save"
}
]

Instead, the button should simply do nothing unless files have been selected (similar to the behavior on the My Computer tab.
