Updates picotls to a commit that incorporates the bug fixes h2o/picotls#305, h2o/picotls#306.
We also replace the certificate and the private key with one that is larger than the one that we have been using, as the size reduction of ClientHello started causing test failures that rely on the first flight of the server consuming two datagrams.
