Upgrade Default Parquet Library to 1.12.3

The parquet common library utilises java logging and version 1.8.2+ can respect logging setttings set via log4j.

Marek Novotny commented: There are [compatibility tests|https://github.com/h2oai/h2o-3/blob/master/h2o-parsers/h2o-parquet-parser-tests/src/main/java/water/parser/parquet/ParseTestParquet.java#L216] with old parquet/avro fotmat which fail after doing upgrade any version higher than 1.8.1.
The lightweight assembly h2o-steam.jar contains parquet library even newer library parquet library {{1.12.2}} IMHO, they should use this jar instead since they require software without any vulnerabilities and h2o-steam.jar serves for that purpose.
