Fix invalid URLs in R package and fix Jenkins to make sure this gets caught in R CRAN Check

This came up on 3.36.0.4 as a problem in the R CMD CHECK --as-cran. It should have been caught in Jenkins…. Let’s fix the URLs and figure out why Jenkins missed this:
