The attached CSV file is hard to parse - mixed single-quoted tokens with tokens that are not quoted at all. H2O’s {{ParseSetup}} heuristics fail on this, marking the dataset as double-quoted, even though it is single quoted.

There is a setting to manually switch the CSV parser to single-quoted regime, however it is not exposed to the user. It should be exposed and turned off by default to keep backwards compatibility.
