Update Target Encoding topic and examples

Target Encoding has changed a bit, and the examples in the User Guide need to be updated as well.

Also update the algo parameters section. Refer to the updated Python Client docs for the available parameters. Newer version of Target Encoding is available in the nightly build.

Driveby fix: Add a comma in the example before the seed parameter in the Transform function: .../modeling.html#h2o.estimators.targetencoder.H2OTargetEncoderEstimator.transform

Driveby fix: Fixed formatting of "transform" parameter list in the Python module docs.
