Description

Whalebird has incorrect length of toot checking.

How To Reproduce

For example, by default, user can send 500 characters, in fact Whalebird sending 499 only. Despite the fact that counter doesn't show overflow.

Your Environment

OS: Windows 7 x64 SP3
Whalebird Version: 2.3.5-2.3.6
Instance: Any
