Plugin wishlist.

I was talking to Konzertheld on irc, http://drunkenmonkey.org/irc/habari/2013-05-21#T11-35-29. As the title says could we have some sort of plugin wish list where members of the community/public could enter plugin ideas and those with the knowledge and skill make them? There could possibly be some kind of voting system included. This might be useful when the community grows from coders to more non coders.
