When we went through the process of creating the Chef Book of OSS we found that the various Chef communities had a total of five Code of Conducts. They were not substantially different from each other, but we decided to combine them into one. This PR links to the central Chef CoC in the Chef Book of OSS - which has up to date contacts, procedures, etc.
