I noticed I put the dependabot.yml file into `workflows` folder, which is not correct. This should resolve, hackgvl#239

@bogdankharchenko I'm not sure if this dependabot.yml is running correctly. There seems to be all "Failure" on merges and we haven't seen any new PRs created by Dependabot, even though there are 20 alerts showing.
