What does this implement/fix? Explain your changes.
I was running into an issue where the PR template wasn't showing up when I created a new PR. I created a private repo testing if templates would work outside of folders and for some reason they did so making that change here.
Does this close any currently open issues?
Any relevant logs, error output, etc?
Any other comments?
