We cannot fully upgrade tree-sitter and tree-sitter-highlight to 0.21 because tree-sitter-rust is still requiring 0.20.10.

Because we only use tree-sitter-rust in tests, I think it’s fine for now to make this specific test (and that dependency) optional / ignored until they update.
