Allows the package to pick up bug fixes and enhancements – it'll accept 0.0.2 and 0.0.3, or 1.0.1 and 1.1.1, but not 0.1.0, because semver is essentially moved over one slot for v0 versions.

(For libraries, it's best practice to use the flexible version ranges, so that the consuming applications have some flexibility, whereas for apps – especially before the advent of lockfiles – it was best to use exact versions to restrict the variability. Now that we have lockfiles, there's much less of a reason to use fixed versions on apps, either.)
