There used to be another similarly-named (and similarly-functioning) method right next to it, but that no longer exists.

Remove some redundant code that is no longer relevant, significantly simplifying this operation. Since this affects the construction of
PartialHalfEdge(which is probably next up for unification with its full object equivalent,PartialEdge), this is another step towards addressing #1570.
