Problem: In https://docs.harmony.one/home/network/validators/node-setup/installing-updating/installing-node/using-binary it states to create the validator on chain before running the node

you are correct it's not a must to have the validator created before having the node fully synced. It can leads to some issue if by any chance you have enough bid and your node is elected. In that case you will not be signing and might be losing one epoch before coming back online. Feel free to update the do
