Updating the cluster ip list/dispatcher list when cluster nodes/dispatchers are dead. #10

Since we show the details of the cluster nodes and dispatchers in their UIs, 
when nodes/dispatchers are down, we need to update it. But there is no 
mechanism of identifying the dead nodes/dispatchers currently. So this is 
blocked till that happens.

Now we have a mechanism of doing it. So we should be able to update these in 
the UI layer as well. Since new updates are working, we just need to modify it 
to remove dead items from the currently displaying list.

Now Dispatcher IP list is refresh after every 60 seconds. So it will display 
the alive ips in the UI.
