Ready for review and meeting discussion.

  enable event log by default
  enable audit log by default
  support config ClusterOutput and ClusterFlow to route event and audit to log servers
  describe the relationship between logging and event,audit
  describe how to test with Graylog and Webhook server
  upgrade plan
