Remove logging during Restore Data procedure

Problem description

If user restores data, he can see detailed log about current procedures in the guardian service.
We need to remove or hide this logging.

Step to reproduce

Steps to reproduce the behaviour:

1. Login as new user
2. Restore previously existed account with published policies and minted tokens
3. Check guardian-service logs

Expected behaviour

We shouldn't show a lot of info about restoring

Actual behaviour

At the moment there is a lot of information during restore
