Description

The new Helm release health check will mark the load balancer as unready while the upgrade is in progress. This is ideal behavior for multi-cluster environments but for single cluster environments it stops it from routing. Since we have more single cluster environments we should change the default to false and make it opt in behavior.

Steps to reproduce

Run a helm upgrade via Flux
