Next on the list of annoying tests, TestDockerDriver_PidsLimit

Figure out why it fails so often and make it not.

From the same package, I've noticed Test_dnsConfig is flaky as well:

    --- FAIL: Test_dnsConfig/basic (0.63s)

    --- PASS: Test_dnsConfig/full (0.60s)
        --- PASS: Test_dnsConfig/full/dns_config (0.12s)
