Technical Debt: Fix deprecations in AWS CloudTrail

Description

The field SnsTopicName from cloudtrail.Trail has been deprecated in favour of SnsTopicARN. However, SnsTopicName is still used in cloudtrail.CreateTrailInput. Handle ARN on Read.

• Remove exclusion from golanglint-ci configuration (added by Migrate to Plugin SDK helper/id and helper/retry packages #30307)
• Handle SnsTopicARN on Read
