disks: refactoring to use go-azure-sdk #18928

I noticed that this was still using an Embedded Resource Manager SDK, and shouldn't be - since this is available within go-azure-sdk - as such this PR switches the disks package over to using the SDK from go-azure-sdk rather than vendoring it (and apparently extending the SDK..)
