This functionality has been released in v3.29.0 of the Terraform Provider. Please see the Terraform documentation on provider versioning or reach out if you need any assistance upgrading. Service team confirmed that
public_network_access_enabledis allowed to be changed when the PointInTimeRestore mode is enabled. Andpublic_network_access_enabledonly can be updated after the PITR server is created.
