This PR adds a new features block for recovery services. The two new fields are
vm_backup_stop_protection_and_retain_data_on_destroyandpurge_protected_items_from_vault_on_destroy.vm_backup_stop_protection_and_retain_data_on_destroyallows for data to be retained and protection to be stopped when destroying aazurerm_backup_protected_vm.purge_protected_items_from_vault_on_destroy- purges all protected items when destroyingazurerm_recovery_services_vault.PR Checklist
