Description

When autoscaler is enabled, node_count sets only the initial number of nodes. Before this PR, the provider was comparing max_count against the current node_count (even if not specified in the terraform resource) during updates to the default node pool when autoscaler was enabled, preventing scale down operations from occurring (because the current node count would exceed the new max count).

Now, the provider enforces comparisons between node_count and max_count only when creating the default node pool. This matches the behavior of the comparison between node_count and min_count on ln 1400.
